Of COURSE he feels afraid, he doesn't understand a fucking thing and that's disorienting at the least.
The worst part of his lack of understanding being, of course, the realization that he and his colleagues are the ones who created the beast they're now pissing their pants about.
Washington's Capitol Hill is dangerous. Those people in Tucson were killed outside a Safeway supermarket, and there's one of those on Kentucky Avenue, a mere 14 blocks from the Capitol.
