A simple sworn statement that the voter is not eligible is enough to force any voter to accept a second-class ballot. Wow.
Well if it passes the obvious solution is to challenge EVERYBODY. I believe you can suspect a white person of being a purveyor of fraudulent mortgages or something.

Problem is that it's not much better than a 50-50 bet when you challenge a white person that you'd be challenging someone who was going to vote wingnut/teabagger.
But the point is nobody at all could have a counted vote under that system, thus demonstrating the silliness of it. If everyone gets challenged, the point is not to swing the vote but to end it entirely.
