Ironically, Fux "News" of all outlets is the closest to "Fair and Balanced" according to that graph, while MSRNC really is an arm of the RNC.
Nice catch.
I think some of the disparity may be explained by the hypothesis that Fox and MSNBC get some opposite party people on purely for the sake of grilling them and trying to make them look bad.
In the case of MSNBC, another factor is that they really are only a liberal-leaning station a few hours a day. I imagine "Morning Joe" has on quite a few Republicans just to pitch them softballs, for example.
