Good point about the Orwellian nature of the Bushies, although I'd say that trying to name an AIDS relief bill after Jesse Helms more fits the pattern than breaks it. By far.
No prob about self-linkage. It's just the modern way of saying, "As I have said elsewhere …" along with all of that bothersome cutting and pasting.
